Nox Oculus anyone?

I am attempting to put together a totaly new kind of PUBLIC OBSERVATORY project that can easily be "franchised" (duplicated) world-wide. Each unit will cost about 1/2 to 3/4'rs of a mill., plus property, parking lot, etc., etc. (which is why it would be better to tack it onto some other existing public business), and can bring in almost that in gross profits each year. All units will be interconnected and become part of each units overall programming.
